There's a big assumption here that most managers are competent and fair. Every place I've worked at had office politics at play. I've seen some amazing employees ignored and taken for granted while mediocre ones got promoted and well taken care of.

Unfortunately, there are few people who actually have the pleasure of working with real leaders.
